Joseph is documented in the household of Stephen Luce in Salt Lake City, with his brother Wilford, at the time of the 1850 census. It indicates that he was born in Iowa about 1845. It also indicates that Joseph's younger brother was born in the Deseret Territory, so Joseph must have traveled to the Valley in either 1847 or 1848. It is uncertain if the Pueblo family traveled in the same company as the Luce family or what happened to the parents.

In the 1850 census, the surname of these two orphan boys is written as "Purbelow." There is evidence to suggest these boys were the sons of a mountain man named Purbelow who conflicted with the Parley Pratt expedition in 1849/1850. In later records, particularly the 1880 federal census, Joseph's last name is written as "Pueblo." The 1880 census notes Joseph's race as "Indian." Further research is needed to narrow the year of travel and identify the company he traveled with.
