William W. Phelps was appointed at a conference held in Kirtland, Ohio, May 23, 1841, to labor in Ohio and Other States. (Jour. Hist. of May 23 and Oct. 3, 1841) 23 May 1841 he was appointed to serve a mission to the eastern US, and appointed recorder of church licenses, 2 October 1841 in Kirtland.
