The first and second quorums of the seventy are comprised of General Authority seventies. They are called to be "especial witnesses" (D&C 107:25) and to assist the Quorum of the Twelve Apostles in "building up the Church and regulating all the affairs" and "preaching and administering the gospel" (D&C 107:34, 38).
