THE PLAINS.—A party of fighting roughs and cut-throats from the east have established their head quarters in Omaha. It's a congenial place for the besotted wretches. The pontoon bridge across the Loap [Loup] Fork at Columbus is in excellent condition. Trains pass over it daily with the greatest ease and safety. A little south of the bridge the fording is good for stock.
